Scot Marciel was confirmed by the Senate of the United States of America to serve as Ambassador to the Republic of Indonesia.  Prior to his confirmation, Ambassador Marciel served as Deputy Assistant Secretary for the East Asia and Pacific Bureau, which is responsible for relations with Southeast Asia, and concurrently as Ambassador for ASEAN Affairs.
Ambassador Marciel, a career member of the Senior Foreign Service, joined the State Department in 1985. He has served as Director of the Department’s Office of Maritime Southeast Asia, Director of the Office of Mainland Southeast Asia, and Director of the Office of Southeastern Europe.
Ambassador Marciel also has served in Vietnam, the Philippines, Hong Kong, Brazil, and Turkey, as well as in the Economic Bureau’s Office of Monetary Affairs.
Ambassador Marciel grew up in Fremont, California. He is a graduate of the University of California at Davis and the Fletcher School of Law and Diplomacy.  He and his wife Mae have two daughters.


Security Investigator
Basic Function of Position

  • Incumbent is responsible for conducting investigations of passport fraud, visa fraud, alien smuggling, human trafficking, and other criminal actions that impact the national security of the United States. S/He builds and maintains relationships with middle to high level contacts in the Indonesian National Police (INP), Immigration, Indonesian Attorney General’s Office (IAGO) and other Government of Indonesia (GOI) agencies.
  • Incumbent reports directly to the Assistant Regional Security Officer – Investigator (ARSO-I), and is responsible for supervising other Locally Engaged Staff (LES) when they are involved in supporting Diplomatic Security Service (DSS) criminal investigations.


Qualifications Required

  • Bachelor’s degree in police or military or law or related field is required.
  • At least three years of experience in the fraud prevention, investigative, prosecution fields, or working in consular section is required.
  • Level III (Good Working Knowledge) in speaking/reading/writing English and Level IV (Fluent) in speaking/reading/writing Bahasa Indonesia are required.
  • Must have a high level working knowledge of the visa procedures, criminal investigation procedures, interviewing techniques, document fraud, alien smuggling and human trafficking.
  • Must have a complete understanding of how Indonesian law applies to document fraud, alien smuggling, and human trafficking. Must also understand Indonesian and American cultural norms with regards to formal working relationships.
  • Expert knowledge of computer software programs in word processing, spreadsheets, presentation slides, and emails. Ability to perform a wide range of differing tasks/procedures using a range of equipment and/or techniques. Should be very competent at communicating and relaying information as appropriate both orally and written, and very comfortable providing simple to moderately complex explanations of problems or critical information in the workplace delivered in both English and Bahasa Indonesia. Must be able to translate during meetings from English to Bahasa Indonesia, and vice versa.  Must be available for emergency work situations on a 24 hour a day basis.  Must have an understanding of budgeting, and be able to prepare training materials.

Financial Clerk
Basic Function of Position
The employee serves as Embassy Jakarta’s Financial Clerk. Responsibilities include, but are not limited to, reviewing and examining vouchers and other miscellaneous claims for payments, providing clerical support to the Voucher Examiners, maintaining files, tracking the flow of payment documentation from the time of receipt to the payment of invoice or voucher, typing letters/emails/generating coversheets for vouchers, and assisting in searches for vouchers and documents previously filed. The job holder is also responsible for notifying claimants of improper invoices and/or payment of invoices/vouchers, and of responding to inquiries regarding payments. S/He prepares transmittals of documents and records to Regional Financial Center. In the absence of other personnel, this position may need to assist in providing adequate coverage. The job holder works under the direct supervision of the Supervisory Voucher Examiner.

Qualifications Required

  • University degree in Accounting, Finance, Business Administration or closely related fields is required.
  • Two years of progressively responsible experience in accounting, finance, or closely related field is required.
  • Level 3 (Good Working Knowledge) Speaking/Reading/Writing English and Bahasa Indonesia are required. Language proficiency will be tested.
  • Knowledge of filing and clerical/accounting work in financial management is required.
  • Must have good degree of computer application skills, such as word processing and typing, and have a good ability in using all office equipments. Typing at level 1 (less than 40wpm) is required.
  • Ability to establish priorities, organize a large and varied workload in an efficient and timely fashion. Good interpersonal skills are essential.
  • Salary: Ordinarily Resident: Rp. 69,275,463- p.a.
