Ambassador Marciel, a career member of the Senior Foreign Service, joined the State Department in 1985. He has served as Director of the Department’s Office of Maritime Southeast Asia, Director of the Office of Mainland Southeast Asia, and Director of the Office of Southeastern Europe.
Ambassador Marciel also has served in Vietnam, the Philippines, Hong Kong, Brazil, and Turkey, as well as in the Economic Bureau’s Office of Monetary Affairs.
Ambassador Marciel grew up in Fremont, California. He is a graduate of the University of California at Davis and the Fletcher School of Law and Diplomacy. He and his wife Mae have two daughters.
Administrative Assistant
BASIC FUNCTION OF POSITION:
The incumbent provides various administrative and clerical duties in support of OBO. The administrative assistant shall be directly responsible to the OBO Office Manager in the performance of his/her duties under this contract. Services shall generally consist of all eight (8) hours a day, Monday through Friday or as otherwise directed. Overtime and weekend work will be required on a regular basis.
QUALIFICATIONS REQUIRED:

- Completion a four year college degree in Business Administration of Finance, International Relations or Construction related degree is required.
- Minimum three years of progressively responsible clerical and secretarial work with experience in basic accounting and/or bookkeeping principles is required.
- Level IV (fluent) speaking/reading/writing both in English and Bahasa Indonesia are required.
- Must have strong knowledge of all Microsoft Office suit products, specifically MS Word, Excel, Power Point and Outlook. Must develop a sound working knowledge of OBO budget reporting procedures and OBO accounting principles. Must be able to become familiar with the Embassy procurement policy and procedures.
- Excellent organizational skills, excellent computer abilities, ability to work under pressure, ability to work effectively in a construction environment.
Guard (Temporary)
BASIC FUNCTION OF POSITION:
The incumbent provides protection for the U.S. Government employees, visitors, facilities and equipment from violent attacks, demonstrations, intruders, and theft. S/He conducts inspections focusing on the new control access compound constructions at the Embassy Compound. S/He also responds and assists with routine and emergency occurrences at the construction sites to ensure that no situation exists which threaten the safety or security of the Embassy employees or property.
QUALIFICATIONS REQUIRED:

- Completion of High School is required.
- At least one year of previous military or police, or security related duties is required.
- Level I (Rudimentary) speaking/reading/writing in English, and Level III (Good Working Knowledge) speaking/reading/writing in Bahasa Indonesia are required.
- Must be knowledgeable about physical security systems and deterrents, radio communications.
- Must have the ability to follow instructions, communicate effectively, and be reliable, dependable, firm, courteous and tactful. Must be able to comprehend orders and directives quickly. Ability to take clear and decisive action especially during emergency situations. Must be available for regular overtime on weekdays and Saturdays; as directed by the Regional Security Office.
Supply Clerk
BASIC FUNCTION OF POSITION:
Under direct supervision from Supply Supervisor, incumbent is responsible in the-day-to-day activity for the disposal of non-expendable property and expendable supply. S/He maintains disposal storage rack and outside yard cleaned and well organized. Assists Supply Assistant to scan and prepare delivery of non-expendable property, also assists Receiving Clerk as needed. Performs other general warehouse function duties in as requested by the Supervisor.
QUALIFICATIONS REQUIRED:

- Completion of Secondary School is required.
- Two years of supply and related warehouse experience is required.
- Level III (Good Working Knowledge) speaking/reading/writing both in English and Bahasa Indonesia are required.
- Good working knowledge of Non-expendable property and Expendable Supply procedures and instructions is required. Basic technical knowledge of furniture and appliances related to the condition of such items is required. Ability to identify non-expendable property and expendable supply items is required.
- Ability to use Microsoft office. Level I typing ability is required.
- Must be able to drive light vehicle, and posses driver's license (SIM-A) – A copy must be attached to applications.
Voucher Examiner
BASIC FUNCTION OF POSITION:
The incumbent serves as Embassy Jakarta’s Travel Voucher Examiner. Responsibilities include, but are not limited to, reviewing and examining claims for payments of travel and travel advance vouchers; prepares transportation vouchers for air tickets through travel office including excess baggage and the request of refund for unused/cancelled tickets issued to travelers; assures that the claims submitted are in settlement of legitimate obligations incurred in compliance with established regulations; also maintains organized and up-to-date payment files. In absence of others in the FMC customer service section, provides adequate coverage. The job holder works under the direct supervision of the Supervisory Voucher Examiner and Cashier Supervisor.
QUALIFICATIONS REQUIRED:

- Bachelor degree in Accounting, Finance, Business Administration or closely related fields is required.

- Level III (good working knowledge) in speaking/reading/writing English and Fluency in Bahasa Indonesia are required. Must be able to comprehend and follow oral instructions and written guidance.
- Must have a good working knowledge and understanding of professional accounting principles, theories, practices, terminologies, laws, regulations and procedures.
- Must have the capability to organize and prioritize work schedules.
- Must be computer literate with knowledge in internet, Microsoft Office along with productive calculator and typing speeds NLT 50wpm.
