The Association of Southeast Asian Nations (ASEAN) Secretariat is the nerve centre of ASEAN, a regional inter‐governmental organisation founded in 1967, to promote peace and stability, sustained economic growth, shared prosperity and social progress. It comprises the ten countries of Southeast Asia.
The entry into force of the ASEAN Charter on 15 December 2008 had provided new impetus to ASEAN’s integration efforts by establishing a legal and institutional framework required to achieve the ASEAN Community by 2015. This includes the newly approved organisational structure of the ASEAN Secretariat that is aligned to the requirements of the Charter, the three Blueprints of the ASEAN Political‐Security Community (APSC), the ASEAN Economic Community (AEC), and the ASEAN Socio‐ Cultural Community (ASCC), and the Initiative for ASEAN Integration (IAI) Work Plan 2.
The ASEAN Secretariat is therefore well positioned to provide the necessary services to effectively support the community building process under the Charter and the Community Blueprints.

Currently the ASEAN Secretariat is looking for a qualified candidate to fill the position of


DIRECTOR CROSS‐SECTORAL COOPERATION
Requirements:
• Postgraduate degree(s)/professional qualifications, in relevant policy, management, technical, development, and/or economic fields, in as many of the areas under the purview of the Directorate.
• Sound in‐depth regional and international experience in public policy development, negotiation and implementation, in as many of the areas under the purview of the Directorate, and experience in briefing ministers and high level senior officials, preferably at the ASEAN level or in the region,
• Strong corporate, strategic and business planning skills.
• Strong leadership, management and administration capabilities.
• Sound understanding of international and regional issues, and knowledge of and commitment to ASEAN ideals.
• Extensive management experience, with a minimum of ten (10) years in a senior management position, preferably in a regional or international organization.
• Demonstrated ability to lead and motivate staff in a dynamic and demanding environment.
• Adequate financial, physical and human resource management skills.
• Strong interpersonal, negotiation and communication skills, including experience in cross‐cultural environments and international settings.
• Proven ability to develop and maintain sound working relationships with government representatives, public and private sector organisations and other stakeholders.
• Commitment to consultative and collaborative approaches and work practices.
• Excellent command of English, written and spoken.

SENIOR OFFICER ENVIRONMENT
Requirements:
• Postgraduate Degree in Environmental Management, Development Studies related to environment, Natural Resource Management, Forestry or other appropriate specialist discipline.
• Extensive supervisory experience, in a management position with a minimum six (6) years high‐level experience in a recognised specialised field.
• High‐level technical skills and knowledge in area of responsibility.
• Demonstrated skills in problem solving, planning and the development of policies and procedures.
• Excellent command of English, written and spoken.
• Demonstrated ability to motivate staff and work effectively with people at all levels of the organisation.
• Experience in identifying training and professional/technical development needs of staff.
• Demonstrated ability to conduct both formal and on the job training, and foster the career development goals of staff.
• Demonstrated sound communication and interpersonal skills, including experience in cross‐cultural environment and international settings.
• Demonstrated ability to develop and maintain sound working relationships with nstakeholders.
• Demonstrated commitment to collaborative work practices.
• Competency in computer skills with adequate knowledge of Microsoft Office and Outlook where relevant to the position.
• Proven ability to work under pressure and beyond office hours, and strict adherence to deadlines.


Senior Economic Project Design/Implementation Specialist

  • Requirements
  • Degree in Economics or other relevant discipline.
  • Proven experience in development of work plans, project identification, design and implementation in economics or related disciplines.
  • Experience in training and coaching in project management in development fields.
  • Demonstrated experience working with government officials with a minimum eight (8) years of relevant high‐level experience in a recognised specialised field.
  • A sound understanding of international and regional issues, and knowledge of and commitment to ASEAN ideals.
  • Demonstrated ability to lead and motivate staff in a complex work environment.
  • High‐level interpersonal, negotiation and communication skills, including experience in cross‐cultural environment and international settings.
  • Proven ability to develop and maintain sound working relationships with public and private sector organisations and other stakeholders.
  • Commitment to teamwork and collaborative work practices.
  • Competency in computer skills with adequate knowledge of Microsoft Office and Outlook where relevant to the position.

Requirements

  • Bachelor degree in Environmental Studies, Natural Resource Management, Forestry or an appropriate related field or discipline with a minimum five (5) years relevant work experience in technical role.
  • Demonstrated knowledge and policy, research and technical skills in the relevant area and ability to acquire them.
  • Proven skills in problem solving in a complex organisational environment and in work planning.
  • Demonstrated ability to develop, implement, monitor and review policy and procedures.
  • Demonstrated ability to plan and organise tasks and work flows, with proven ability for accuracy under pressure and adherence to deadlines.
  • Very good oral and written communication skills and strong interpersonal skills, including experience in cross‐cultural environment and international settings.
  • Demonstrated ability to develop and maintain sound working relationships with stakeholders.
  • Demonstrated commitment to collaborative work practices.
  • Competency in computer skills with adequate knowledge of Microsoft Office and Outlook where relevant to the position.
