Scot Marciel was confirmed by the Senate of the United States of America to serve as Ambassador to the Republic of Indonesia.  Prior to his confirmation, Ambassador Marciel served as Deputy Assistant Secretary for the East Asia and Pacific Bureau, which is responsible for relations with Southeast Asia, and concurrently as Ambassador for ASEAN Affairs.
Ambassador Marciel, a career member of the Senior Foreign Service, joined the State Department in 1985. He has served as Director of the Department’s Office of Maritime Southeast Asia, Director of the Office of Mainland Southeast Asia, and Director of the Office of Southeastern Europe.
Ambassador Marciel also has served in Vietnam, the Philippines, Hong Kong, Brazil, and Turkey, as well as in the Economic Bureau’s Office of Monetary Affairs.
Ambassador Marciel grew up in Fremont, California. He is a graduate of the University of California at Davis and the Fletcher School of Law and Diplomacy.  He and his wife Mae have two daughters.


Security Investigator (SI)
BASIC FUNCTION OF POSITION:
The incumbent assists the Site Security Coordinator (SSC) to maintain a secure environment on active construction sites. S/He will respond to security emergencies as directed by the OBO SSC, conducts security investigations and maintains contact with host government authorities. The position will be for both the Leased Swing Space and Compound Swing Space projects.

QUALIFICATIONS REQUIRED:

  • Bachelor degree in Police, Military or Law is required.
  • At least three years of progressively responsible experience in security/investigative work with a military, police or private security organization with a minimum of two years of experience in Investigations.
  • Level IV (fluent) in speaking/reading/writing English and Bahasa Indonesia are required. Must possess the ability to translate both English and Bahasa Indonesia, and accurately comprehend detailed investigative and security procedures/regulations which are written in English. Investigative reports and statements must also be submitted in English.
  • Must have knowledge of the Indonesian political, social, economic and cultural processes and must have a good working knowledge of investigative techniques and the Indonesian legal system.
  • Must be able to successfully conduct all types of investigations, have skills in interviewing, report writing, organizations and effectively manage a team. Must have initiative and be resourceful in obtaining information or evidence.
  • Must have a valid Indonesian driver’s license (SIM A) to facilitate investigations and support response times during emergencies – A copy must be attached to the applications.


Human Resources Assistant (HRA)
BASIC FUNCTION OF POSITION:
The incumbent is responsible for the administration of the recruitment of Locally Employed (LE) Staff and Local Student Internship Program. S/He also enters data of newly-hired LE Staff in the Web Pass and processing appointment personnel actions.

QUALIFICATIONS REQUIRED:

  • Bachelor’s Degree in Management, Business Administration, Human Resources or related field is required.
  • Minimum five years of experience in human resources administration or as an administrative assistant is required.
  • Level IV (fluent) in speaking/reading/writing English and Bahasa Indonesia are required.
  • Must have knowledge of regulations related to recruitment.
  • Must be able to communicate clearly and effectively to customers (employees and clients/vendors) and able to explain recruitment policies/procedures and to provide information to newly-hired employee.
  • Must have computer literacy in Word, Excel and Power point.



Mechanic (Carpenter)
BASIC FUNCTION OF POSITION:
The incumbent performs full journey level in carpentry and building construction trade. S/He performs wood construction, renovation, installation, preventive maintenance, and repairs on extensive range of small and large wood structures and wood accessories for various Governments held properties.


QUALIFICATIONS REQUIRED:

  • Minimum High School Diploma is required.
  • At least two years direct experience in maintenance, repair and construction of carpentry type of work is required.
  • Level II (Limited Knowledge) speaking/reading/writing in English, and Level III (Good Working Knowledge) speaking/reading/writing in Bahasa Indonesia are required.
  • Must have knowledge of standard rules and regulations, some local sources of material and products, local cultures, customs and attitudes in each different region. Must have an advanced knowledge in carpentry and be enthusiastic to learn new technology. Should understand the aspects of different jobs, and to learn how to fulfill and complete various job requirements in accordance.
  • Skills in using carpentry power tools, and utilize modern carpentry equipment (band saw, molding machine, cutting machine, planner, and etc. Skills in manual and mechanical lifting, usage of various safety equipment, etc.
  • Must be able to operate basic truck, forklift, and utility and common vehicles. Driving skill/license (SIM A) is required – a copy must be attached to applications.



Warehouseman (War)
BASIC FUNCTION OF POSITION:
The incumbent is responsible for retrieving non-expendable property from stock, and for moving furniture and equipment from the warehouse to housing units and offices. Performs residence make-readies and ensures that residences are ready for occupancy. Performs other general warehouse function duties as requested by the Warehouse Supervisor.

QUALIFICATIONS REQUIRED:

  • Completion of Elementary School is required.
  • At least 6-months of warehouse experience or an equivalent combination of warehouse and laborer experience is required
  • Level II (Limited Knowledge) speaking/reading/writing in English, and Level III (Good Working Knowledge) speaking/reading/writing in Bahasa Indonesia are required.
  • Must have knowledge of assembling and disabling office furniture.
  • Must be able to learn locations of various types of supply items and property items, and learn to recognize items by sight and from oral descriptions and verbal requests.
  • Must be able to perform moderately heavy work and lifting.
