Ambassador Marciel, a career member of the Senior Foreign Service, joined the State Department in 1985. He has served as Director of the Department’s Office of Maritime Southeast Asia, Director of the Office of Mainland Southeast Asia, and Director of the Office of Southeastern Europe.
Ambassador Marciel also has served in Vietnam, the Philippines, Hong Kong, Brazil, and Turkey, as well as in the Economic Bureau’s Office of Monetary Affairs.
Ambassador Marciel grew up in Fremont, California. He is a graduate of the University of California at Davis and the Fletcher School of Law and Diplomacy. He and his wife Mae have two daughters.
Protocol/Administrative Assistant - Surabaya
Basic Function of Position
The incumbent effectively oversees the post personnel management program for Locally Employed Staff (LES) as well as provides guidance/instruction for the Summer Hire Program and Eligible Family Member employment through Human Resources Office Jakarta. S/He serves as a Post’s protocol chief and provides administrative assistance for all VIP visits to post. S/He oversees Consulate General’s Time & Attendance reports for LES and American officers, supervises the post administrative clerk, and delegates appropriate tasks, which are under her/his overall supervision.
Qualifications Required

- Bachelor’s degree in English, Administration, Management, Public relations or related fields is required.
- At least three years experience working for an international corporation, NGO or local government entity in the field of management or equivalent experience is required.
- Level 4 (Fluent) Speaking/Reading/Writing English and Bahasa Indonesia are required. Language proficiency will be tested.
- Knowledge of the following is essential in order to perform all aspects of incumbent’s portfolio: (a) good understanding of HR-related regulations, policies and procedures to support the job function as post’s first point of contact for general HR/admin issues, (b) key government of Indonesia officials located throughout consular district, (c) key business and political community leaders, (d) key hotel personnel essential when planning official events/programs, (e) knowledge of travel regulations and (f) knowledge of preparing official documents and correspondence.
- Ability to work independently, to organize official events, and to support myriad administrative issues. Must possess good interpersonal, organizational and managerial skills.
- Must master use of standard office equipments (computers, calculators, scanners and faxes), and office computer application skills.
